How to write NCOER senior rater bullets in Part V: the overall potential box check, successive and broadening assignments, and 18+ regulation-style narrative comment examples that assess potential instead of performance.

Performance vs. potential: The rater assesses demonstrated performance across Character, Presence, Intellect, Leads, Develops, and Achieves in Part IV. The senior rater assesses potential in Part V — can this NCO handle more scope, sooner, than peers at the same grade?

The senior rater overall potential box check has four options. Most Qualified: strong potential for promotion in the secondary zone, ahead of peers, limited to 24% of a senior rater's profile per grade. Highly Qualified: strong potential for promotion with peers. Qualified: demonstrates potential to be successful at the next level. Not Qualified: does not demonstrate potential for promotion; recommend separation.

Compliance rule: narrative comments in Part V, block b can never reference the box check by name. Writing "Most Qualified" or hinting at what the box check would have been in the text is prohibited and HRC will flag or return the report for correction.

Part V, block b requires the senior rater to identify two successive duty assignments and one broadening assignment the NCO is best suited for, looking three to five years out.

o successive assignment: platoon sergeant, then first sergeant; broadening assignment: battalion operations NCO

o successive assignment: squad leader, then platoon sergeant; broadening assignment: recruiting or ROTC cadre

o successive assignment: senior instructor, then first sergeant; broadening assignment: battalion S3 NCO

Promote now / send ahead of peers:

o recommend promotion to staff sergeant ahead of contemporaries; ranks in the top 10 percent of squad leaders I currently senior rate

o promote to sergeant first class now; already operating a full grade ahead of the position she holds

o select for first sergeant at the next opportunity; has the maturity and technical depth to run a company today

o entrust with the battalion's most technically demanding maintenance program without hesitation; delivers every time

o place in a key developmental position immediately; ready now for broader organizational scope

o assign as acting platoon sergeant during the current vacancy; the platoon already looks to him for direction

Developing well / promote with peers:

o promote with peers; a consistent performer who meets every standard set for the position

o send to the Advanced Leader Course this cycle; ready to take on squad leader responsibilities

o continue building experience in the current duty position through the next rating period before advancing scope

o assign to a broadening role outside the platoon to round out operational experience ahead of the next NCOER

o retain as the section's primary trainer; the strongest mentor in the formation but still growing into higher-level leadership

o select for the battalion master gunner course; the strongest tactical technician among peers at this grade

Needs more time:

o requires additional experience in a leadership role before advancing to positions of greater responsibility

o continue in the current assignment; still developing the written and verbal communication skills expected of the next grade

o not ready for promotion this cycle; needs a full rating period focused on core MOS proficiency before reassessment

o benefit from a lateral move into a different duty position to broaden exposure before the next evaluation

o requires closer mentorship from the rater on decision-making under pressure before senior rater comments can reflect stronger potential

o continue in current role for one more rating period to build the technical foundation needed for increased scope

Common senior rater mistakes: referencing the box check by name in the narrative; re-describing the rater's Part IV performance bullets instead of assessing potential; skipping the two successive assignments and one broadening assignment; writing vague potential language with no assignment, school, or scope specifics; using the same senior rater language for every NCO regardless of where they actually rank.
